One week after six freshman Democrats were elected to the DuPage County Board, three of them attended meetings Tuesday to get a jump on what they will be doing for the next four years.

The six, along with other county board members and countywide elected officials, won’t be sworn in until Dec. 3.

But that didn’t stop Sadia Covert, who won a District 5 seat, from attending her first finance committee meeting.

She said she wanted to observe the board in action before an orientation for new members on Wednesday.

“It is a lot to learn at the beginning,” said Covert, an attorney from Naperville. “I’m just trying to familiarize myself with all the different committees and different issues. I want to make sure that I can serve the best that I can for the people of District 5.”

Like Covert, Mary FitzGerald Ozog of Glen Ellyn said she wanted to get right to work by attending Tuesday’s regular board meeting.

“There’s definitely a lot to learn,” she said. “But I’m really looking forward to serving. It’s exciting.”

FitzGerald Ozog, a substitute teacher who has served on the Glenbard High School District 87 board, won one of two available seats representing District 4.

Sheila Rutledge has been attending meetings regularly for a year, so it was no surprise she was at the county board meeting after being elected to one of two available seats representing District 6.

“I have been a pretty standard fixture on Tuesday mornings,” the Warrenville resident said.

Before the election, Democrats held just one seat on the 18-member county board and no countywide posts. When it was over, Democrats had captured seven of 12 available county board seats — including at least one in all six districts.

The other new Democrats on the county board are Ashley Selmon of Addison, Julie Renehan of Hinsdale and Dawn DeSart of Aurora. Democratic incumbent Elizabeth Chaplin of Downers Grove won her reelection bid.

Another Democrat — Jean Kaczmarek of Glen Ellyn — won her first elected position by defeating Republican incumbent Paul Hinds to become the next county clerk.

County board Chairman Dan Cronin, who narrowly won his third term, said he welcomes having seven Democrats on the board.

“I am pleased to roll up my sleeves and work side by side and collaborate with these new members of the board,” Cronin said. “Good government doesn’t know whether you’re a Democrat or a Republican. Good government is good government.”

MEMPHIS, Tenn. – An old neighborhood recently plagued by violence; Castalia Heights has seen its share of ups and downs.

Habitat for Humanity is hoping to turn that around, by investing in the neighborhood. 

Their hope – residents will do the same.

Dozens of Habitat for Humanity volunteers spent a chilly Saturday morning cleaning up the Castalia Heights neighborhood of South Memphis.

“It’s going to help build hope that this community can do better. Frankly, that’s what I’m looking forward to,” said a woman who asked us to call her ‘Miss Eleanor.’ 

We spoke to her as several volunteers in their twenties worked in her yard, clearing out weeds and raking leaves. 

“I have a problem with my knees, so it’s hard to bend, so this is really helping.”
While seeing Habitat volunteers hard at work is nothing new for most Memphians, this project has long-term implications.

“We will be developing the land in order to build homes for 32 families,” explained Habitat for Humanity of Memphis President, Dwayne Spencer. 

He said Habitat was given the land nearly 15 years ago and has been in search of the perfect project to put in its place. 

“It’s for low wage working families who without our help, without our 0-interest mortgage would not have the opportunity to buy a home.”

Saturday’s event, an inspiration point Spencer told us, “When you beautify a community, you instill confidence in the residents. They have more pride in their community,” he said, adding ‘we might be working on this street and several other streets today, but once we come and beautify and revitalize, individuals in the community come out and work on their own.”

It’s that sort of hope that inspired volunteers.

Greg Herring, with Memphis Express, was there Saturday with several other staff members and even players.

“In my short time here in Memphis, all I’ve seen is people giving back, and wanting to be a part of a sense of community. So I’m not surprised to see the number of volunteers here today. But I’m really thankful they’re doing it,” Herring said.

“This is going to be an amazing opportunity to revitalize this neighborhood. 32 houses are amazing,” echoed Shelby County Department of Housing volunteer, Sharon Hyde.

Habitat for Humanity hopes to break ground on 32 homes on a lot in South Memphis by Fall of 2019.

The Michigan native just returned to her home state from Oregon — where recreational marijuana has been legal since 2014 — and wants to pick up where she left off.

Michigan voters hit the polls Tuesday to approve state Proposal 1 — legalizing recreational marijuana — by more than 55 percent, according to the Associated Press. It makes Michigan the 10th state to do so.

Antrim, Benzie, Grand Traverse, Kalkaska and Leelanau county voters all favored the ballot measure.

Montero didn’t move in time to vote in the Nov. 6 election, but said support wasn’t hard to find.

“Everyone in my family — and everyone I know in Michigan — voted for it,” she said.

The proposal takes effect 10 days after canvassers certify the results, Traverse City Attorney Lauren Trible-Laucht said.

The vote means residents 21 and older may consume marijuana, but municipalities still have decisions to make — they still can ban marijuana businesses from opening shop in their borders.

Trible-Laucht said she’s advising the city to opt out of allowing recreational marijuana establishments for now. City commissioners would need to adopt an ordinance to opt in. Opting out wouldn’t impact city residents who otherwise are following the new law.

Commissioner Brian McGillivary said city residents overwhelmingly approved legalizing recreational weed and sees no reason why the city shouldn’t allow it as soon as the state writes its rules. People looking to buy and use cannabis otherwise would be forced to use the same illicit channels as before, he said.

Acme Township opted to allow medical marijuana businesses. Township Supervisor Jay Zollinger said it’s too soon for trustees to decide on recreational enterprises.

“We’d like to see the new rules and see what they apply (to) and how they interact with medical marijuana,” he said.

Garfield Township leaders decided not to allow medical cannabis businesses and Supervisor Chuck Korn expects trustees to vote against recreational pot places as well.

That could change if township leaders find out their voters approved Proposal 1, Korn said. In the meantime, he’s expecting some confusion following the vote.

“I think we’re in for another roller-coaster ride waiting for LARA (Michigan Department of Licensing and Regulatory Affairs) to develop the rules and regulations,” he said. “It’ll be a messy process again.”

Kalkaska leaders embraced medical marijuana businesses. Village President Harley Wales expects voters did the same at the polls for recreational marijuana. The recreational marijuana issue will go before the council for consideration after the count, he said.

Solon Township already opted out of recreational dispensaries and leaders intend to pass an ordinance to make it official, said Supervisor Jim Lautner.

Some governments appear to fear the changes. Other Michiganders are more confident in the vote.

“I have mixed thoughts on it, to be honest,” said Tami Parks, who voted against the proposal. “I’m concerned it’s going to cost more to set that up than it’s worth. If we don’t manage it well, it could be disastrous.”

“I think the state can use the revenue from it,” said Brandon Marcincavage. “People are going to smoke anyways, we might as well make money on it.”

The new law leaves local authorities scrambling to prepare to enforce them.

Benzie County Sheriff Ted Schendel is continuing to learn the different regulations. The basics are clear — legal users cannot smoke in public or while driving.

“We’re all going to be in learning mode,” Schendel said.

Benzie County and Grand Traverse County deputies will go through similar training.

Grand Traverse County Sheriff Tom Bensley fears Michigan will see impacts like more people driving high causing deadly car crashes. He also pointed to the fact that recreational marijuana use still is illegal federally.

Today’s marijuana strains are much stronger than the old “Woodstock weed,” Bensley said. Those users could take to the roads with the highly-concentrated strains running through their bloodstreams, he said.

There is no way to effectively test drivers for THC, Bensley said. Some counties are trying out a pilot roadside test that could help. Schendel said his deputies only can conduct the same roadside tests they use for drunken drivers, but they await something similar to a breathalyzer test.

Research lacks concerning acceptable amounts in the blood stream while driving, Schendel said.

The punishment for driving under the influence of marijuana also will need to be set. Grand Traverse County Prosecutor Bob Cooney, who soon begins his term as an 86th District Court judge, said those defendants will see punishments similar to those of drunken drivers — probation with terms that ban alcohol, marijuana and other drug use.

David Cantrell, of Traverse City, hopes the legalization means fewer people being charged for possessing and using the drug.

“I think it’s about time — it’s clogged up the courts and prisons,” he said. “It’s giving people criminal records who aren’t criminals.”

Cooney expects to see younger defendants in the courtroom.

Bensley and Traverse Bay Area Intermediate School District Superintendent Nick Ceglarek share that same concern.

“We want to make sure we keep our kids safe and healthy,” he said. “Unfortunately we have some students within our districts that get alcohol when they shouldn’t and use that. Whenever there’s a substance that might be more readily accessible to our students, that could create a situation where they’re not safe.”

Christine Guitar, TCAPS executive director of communications, said the “passage of Prop 1 in Michigan is not expected to have a major impact on school health curriculum, as marijuana use by students was illegal before Prop 1 and remains illegal after its passage for anyone under the age of 21.”

Voters are looking ahead.

“I’m so excited that it’s happening as I’m moving back,” Montero said. “I can get back into growing, using and being around that magical plant.”

The approved proposal:

— Allows people 21 and older to purchase, possess and use marijuana and marijuana edibles. Residents can also grow up to 12 marijuana plants for their own use

— Includes creation of a state licensing system for marijuana businesses — growers, processors, transporters and retailers

— Allows municipalities to ban or restrict marijuana businesses

It’s been kind of a weird season for Rasul Douglas. 

Aside from two games in which he’s played a ton coming off the bench, the second-year corner from West Virginia hasn’t gotten very much playing time at all. 

That’s about to change — at least for one game — Sunday night. Jalen Mills has a foot injury that has kept him out this week of practice, which means Douglas will likely make his first start of the 2018 season, a season he called “low-key frustrating.”

Just a patient season, wait for my number to get called and try to make some plays. Low-key frustrating because I want to be out there. Not only do I want to be out there, I want to help us win. I feel like just me being in the game is helping the team. So a little bit frustrating, but I got teammates on the team, guys who got as much faith in me as God.

Douglas, 23, said his faith helps him get through frustrating times. He said he understands God doesn’t have the same timing he does and he’s OK with it. 

It’s just puzzling the Eagles haven’t been able to get Douglas on the field a little more. He’s not an All-Pro, but he seems to make plays when he gets his chances. 

Like most backups — heck, all backups — Douglas said he tries to prepare like a starter. When asked if that’s realistically hard to do, he said no, because when he’s a backup, he’s working scout team. And the scout team reps, he thinks, can be even more valuable because he’s going up against the Eagles’ starting receivers. That means facing Alshon Jeffery every day in practice. That can help anyone get better. 

Maybe Douglas is better than he was last season. We just haven’t been able to see him play much.

For whatever reason, the Eagles thought their best move was to play McDougle at NCB instead of playing Douglas outside or at safety and then figuring it out. 

The only reason Douglas played a lot in the Jaguars game before the bye (oddly enough, another 42-snap game) was that Mills hurt his foot. 

And as soon as Douglas got into the game, Blake Bortles threw a deep ball right at him. It fell incomplete. 

“You know how it goes. It’s the NFL,” Douglas said. “Coaches know who’s in the game, know who the primary corners are. And when they see a guy who hasn’t played the whole game, his feet are probably cold, when you come in, they’re going right at you. For me, it’s kind of an anxious thing. I’m excited. Because I know when I get in, I have a chance to have an immediate impact to change the game. As soon as I get in. You know the ball’s coming at you.” 

Douglas admitted there’s a chance the Cowboys might try to test him Sunday night. If they do, he’ll welcome that challenge and he’ll be ready. His opportunities don’t seem to come very often; now he just needs to make the best of them.
