The Department of Homeland Security is looking for innovative technology to support personnel during large-scale water rescue operations.

The Coast Guard, which is part of DHS, will start accepting proposals in June for novel approaches to reduce deaths in mass water emergencies such as a capsized migrant boat, said Tom Gorgol, a program manager at the service’s office of search and rescue.

The Coast Guard purchased 113 life rafts around 15 years ago, and the 94 remaining rafts are nearing the end of their lifecycle, he said. The existing rafts only hold a maximum of 25 people, which is not enough for large-scale rescues such as a capsized cruise ship.

“Our worst-case scenario that keeps me up at night sometimes is, what if that ship happens to go down 500 miles offshore where resources are limited?” he said at a DHS virtual event for industry in May.

He noted that limited funds also prevented the Coast Guard from adding needed capabilities to their existing craft over the years. Lawmakers and Coast Guard leaders alike have called for more funding this year to support this mission, he said.

The service does not want to limit proposals to “rafts” because it hopes vendors will think outside the box in their solutions to keep survivors afloat during a disaster, Gorgol added.

Monica Cisternelli, project manager at the Coast Guard Research and Development Center, said the equipment should weigh less than 100 pounds and have a footprint of less than 7 cubic feet. The capability will be single-use and should be deployable from most Coast Guard platforms, including the smallest aircraft in the inventory, the MH-65 Dolphin and MH-60 Seahawk.

While the current fleet of life rafts meets international safety standards, their weight and size prevent maximum efficiency, Cisternelli said. To address this issue, the innovative technology that the Coast Guard is looking for will not have to meet the same standards.

The technology’s design to keep survivors above water is crucial to keeping them alive and protected from dangers such as hypothermia, she added.

“This requirement allows people to get out of the water and stay safe and together versus drifting apart, which can make it more difficult for rescue units to find them,” she said.

Doomsday prepping is no longer a fringe obsession. The survivalist movement, which was long stereotyped as made up of gun-wielding, right-wing older white men, is evolving.

According to John Ramey, the founder of a popular how-to prepping website called The Prepared, young, urban-dwelling women are his fastest-growing audience. The site experienced a 25-fold boost in traffic the week COVID shut down parts of the U.S.

While prepping has its roots in American individualism and self-reliance, it’s also big business. Some of the ultra-wealthy are going so far as to invest in multi-million dollar bunkers. Prepping companies like Judy have sprung up. It sells survival kits (known by preppers as “bug out bags”) and was endorsed by the Kardashians on Instagram. Between 2017 and 2025, Allied Research Marketing projects that the global market for “incident and emergency management” will jump in value from $75.5 billion to $423 billion.

Conservative lawmakers have taken the guesswork out of the process allowing the House and Senate to trigger an automatic veto session to override the governor’s policy decisions. 

More than likely that veto session would convene July 20 and adjourn July 24 or earlier. 

The session would be a history-making endeavor as the first time lawmakers have used the veto option since the current Louisiana Constitution was ratified in 1974.

Right now it’s a waiting game. Lawmakers still have a couple of weeks to make a final decision and Gov. John Bel Edwards is doing everything he can to soften the blow.

There are two Senate bills in particular that are causing waves—one that would allow concealed carry of a firearm without a permit and another that would ban participation in certain sports by transgender athletes. Edwards has vetoed both bills, which received overwhelming support in the Republican-led Legislature. However, the governor’s veto messages to the Legislature, which explain his decisions and make the vetoes official, have yet to reach lawmakers. 

The House of Representatives is an open book when it comes to the question of a veto session this summer. Speaker Clay Schexnayder was the first Republican to call for an override session after Edwards’ transgender-related veto last week, and House Majority Leader Blake Miguez and Attorney General Jeff Landry weren’t far behind. The membership of the House Conservative Caucus followed suit this week.

The Senate, on the other hand, has been more difficult to read. Several sources say Senate President Page Cortez initially had some concerns about the Legislature triggering a veto session, and he wasn’t alone. As we march into July, though, a handful of GOP senators who originally planned to oppose a veto session have changed their minds, due in no small part to voter engagement from back home. 

Conservative pressure has been turned up on GOP senators, who are being buried by phone calls, emails, texts and direct messages from across the political spectrum. Cortez, for his part, has remained silent on his position until the governor releases his veto messages.

The picture will become clearer as we get into this weekend, when the governor will have to meet his veto deadline by midnight July 3. What Edwards does between now and then on at least one bill—to redirect general fund dollars to infrastructure—could incentivize enthusiasm for a veto session. 

The infrastructure bill is a touchy topic in the Senate, where many on-the-fence members will be ready to jump headfirst into an override session should the legislation be axed.

Lawmakers seem eager to explain to voters that a veto session cannot be called by the legislative leadership. Instead, a veto session is automatically called to meet on the 40th day following the adjournment of the most recent session. The session can only be canceled when a majority of the elected members of either chamber “declare in writing that a veto session is unnecessary.”

Members receive these veto ballots after each session, but lawmakers have never used them to support a veto session. To either hold the veto session or cancel it, 20 votes are needed in the Senate and 53 in the House. Ballots must be returned (or not) by July 15. If lawmakers move forward, the session dates will be July 20 through July 24.

Exactly how lawmakers function inside of a veto session is a question without precedent. But staffers are fully aware of the basics. Overturning a Senate or House bill would start in the originating chamber, and then 26 votes would be needed in the Senate and 70 in the House to override.

“We all know who he is: He can get on a run where he can carry us for a while,” Martinez said. “But he’s a veteran guy. He understands the game. He understands his at-bats. He knows himself well. And he makes adjustments; that’s a good thing about him.”

Martinez mentioned Gerardo Parra (who initially played first base when the joined the Nats in May 2019 due to injuries to Zimmerman and Matt Adams) during his pregame Zoom session, and afterward reporters on site in Miami noted both Kyle Schwarber and Jordy Mercer were taking grounders there during batting practice.

“I’ve got to make sure that (Zimmerman) is healthy,” Martinez said. “We want him for the whole year. So Parra’s taking some ground balls at first base as well, and he’s played some first base over there. So if we have to use Parra at first base, we will.”
