New York prosecutors are reportedly readying Trump Organization witnesses to testify before a special grand jury in a criminal case involving Donald Trump, his eponymous company, and several Trump-affiliated executives. 

According to a new report by ABC News, the move indicates that the investigation, led by Manhattan District Attorney Cyrus Vance Jr., has entered into a more advanced stage and that Vance may now be moving on from evidence collection to a formal indictment. 

“It’s very rare for there to be a special grand jury empaneled in Manhattan supreme court and for that jury not to consider charges at some point,” Daniel Alonso, a former chief assistant district attorney in the Manhattan district attorney’s office, told CNN. 

Adam S. Kaufmann, who was the chief of the office’s investigative unit, echoed that “it really suggests they’ve reached a point in their investigation where the district attorney believes there’s evidence of a crime.” He added: “You don’t empanel a special grand jury unless you think you have a viable case.”

Special grand juries – as opposed to federal grand juries – are only called for in cases of high complexity, as CNN noted. Special grand juries are unique in that they do not allow prosecutors to present what’s called “hearsay evidence,” where an outside legal authority presents the facts of the case on behalf of a witness. In special grand jury hearings, all witnesses must be questioned directly.

Vance’s investigation dates back to August 2019, when the district attorney subpoenaed Trump’s accounting firm, Mazars, for documents related to Trump’s personal and business tax returns on suspicion that Trump may have inflated the value of his real estate assets to secure low-interest loans and underserved tax breaks. Trump has since fought tooth and nail to block the probe in court, but his efforts have mostly been shot down, as Salon reported.

The Oregon Public Utility Commission has adopted temporary rules governing preemptive blackouts that electricity providers can institute to prevent wildfires, as well as new requirements for quicker and more detailed reporting to state regulators when utility equipment is implicated or impacted by fire starts.

State utility regulators have held workshops with utilities related to wildfire planning, but the rules would formalize that process and bring Oregon up to speed with regulations governing so-called public safety power shutoffs in California, which has had such rules in place for some time due to the devastating impacts of longer and more active wildfire seasons in that state.

“With the earliest official opening to Oregon’s wildfire season in 40 years, the establishment of these rules was extremely important and timely,” Letha Tawney, a PUC Commissioner, said in a statement.

She added that the rules “are designed to help keep Oregonians safe by establishing criteria on how the utilities communicate about and coordinate” public safety power shutoffs to ensure timely information is shared.

To some extent, the PUC’s temporary rules mimic requirement in the omnibus wildfire legislation currently being considered by Oregon lawmakers, though the agency says it already has the authority it needs to propagate such rules, and it will build any additional requirements that lawmakers approve into permanent rules. The temporary rules would be in place until mid-November.

Utilities say public safety power shutoffs are a measure of last report because they can have wide-ranging impacts on vulnerable community members, emergency communications and even inhibit the ability of public agencies to respond to fires. In California, where they have been used with increasing frequency by utilities, they have been deeply controversial among customers. But those same companies are facing potentially huge liabilities for wildfire damages caused by their equipment, a reality spotlighted by the bankruptcy of that state’s largest utility, Pacific Gas & Electric, dues to the massive damages from 2018′s Camp fire, which devastated to town of Paradise, destroyed 19,000 structures and caused 85 deaths.

The new rules lay out requirements for utilities related to public education, notifications to public safety requirements and customers, including outreach to vulnerable populations, as well as after-action reporting requirements. The PUC staff did include a temporary waiver for some of the requirements in the rules given the proximity of the 2021 fire season, but told commissioners in their write-up that they  reflected a minimum set of requirements, sometimes on a best-efforts basis, that should be in place to protect Oregonians this summer and fall.

The fire incident reporting rules require utilities to report to regulators “as soon as practicable” all incidents involving their equipment that travel greater than one meter from their ignition point as well as those drawing significant public attention and media coverage. Within 20 days, the utilities are required to provide written reports describing the incident, the involvement of their equipment, the suspected initiating event and any outage information.

Those requirements are also similar to those in place in California, and may provide more information than is typically available in the immediate wake of a fire. The cause of last year’s conflagrations is officially under investigation still, though anecdotal and eyewitness accounts implicate power lines in several. Bishop Garrison, a senior adviser to Defense Secretary Lloyd Austin, is leading development of the program, the Intercept reported, citing internal documents. The program would “continuously” track social media content for extremist views.

The Pentagon is expected to tap a private firm to run the program to avoid potential First Amendment violations, the outlet reported, citing a senior Pentagon official.

The program will reportedly utilize keyword searches to identify potential extremist views. Officials are attempting to compile a list of keywords that would not violate freedom of speech protections.

Pentagon officials did not immediately respond to a request for comment on the report.

Cousins hasn’t done anything to warrant losing his job in Minnesota, but the Vikings have certainly carved out a succession plan. Over the last three years, Cousins is second in the NFL in completion percentage, fifth in touchdown passes, and seventh in passer rating — but Minnesota doesn’t owe Cousins any guaranteed money in 2022 and can save $45 million in salary cap space by terminating his contract. 

While Cousins’ future as a NFL quarterback may be elsewhere, he’ll do everything he can to help Mond in his rookie season. Both are competitors, but they want to see the Vikings win when all is said and done. 

“[Kirk] was just congratulating me and telling me he couldn’t wait to work with me. I said the same,” Mond said when he and Cousins talked after the draft. “When I got drafted, I knew what type of opportunity it was for me to be able to learn from a veteran, a guy who has been in multiple systems and been under center, playing in a great offense. 

“Just be able to learn how he’s able to lead when he gets out here with J.J. (Justin Jefferson), Adam Thielen, Dalvin Cook. Just watching how [Kirk is] able to communicate and really just learn. Just him being a mentor and being able to watch him, that’s what I’m excited for.”
