ST. LOUIS — Area health departments are preparing to vaccinate thousands of extra residents this week, scrambling to reschedule appointments postponed during last week’s winter storm.

The weather held up the 3,000 doses St. Louis County expected. This week, county officials anticipate double that, and said their existing vaccination sites have capacity to administer all of the doses, though they may need to add staff. Lincoln County was supposed to give 2,000 doses this past Friday, but the doses were delayed. It has rescheduled for Tuesday. Even some area hospitals had to cancel vaccinations early last week and are still catching up.

In total, health care providers in Missouri gave about 9,000 fewer doses on Monday last week, the day the storm walloped the region and below-freezing temperatures kept people at home. State data shows that 13,300 vaccine doses were given last Monday, in comparison to about 22,000 on the previous Monday. Most facilities canceled appointments to prevent residents from having to travel.

“We didn’t want people risking traffic accidents or extreme cold to come get a vaccine,” said health department spokesman Christopher Ave.

Those residents’ appointments have been rescheduled, Ave said, and some were vaccinated at the mass event on Saturday at the University of Missouri-St. Louis campus.

Lisa Cox, spokeswoman for the Missouri Department of Health and Senior Services, said in an email Monday that all of the first and second doses the state ordered between Feb. 10 and Feb. 16 — 186,000 in total — were delayed to some extent. It was unclear how many of those doses have arrived so far.

SSM Health rescheduled 1,200 COVID-19 vaccination appointments that were originally planned for last Monday.

Mercy did not cancel vaccine clinics, but in a couple of instances closed early, and some patients rescheduled who could not come due to weather, a spokeswoman said Monday.

BJC HealthCare rescheduled vaccinations that were planned for that Monday, said Mike Lauer, the system’s executive director of emergency preparedness. BJC offered extra vaccinations over the weekend at Christian Hospital, to help make up the difference.

BJC ran normal clinics for the rest of the week, and few patients canceled, Lauer said.

“People are highly motivated to get the vaccine, so they made every effort that they possibly could to get to the clinic,” Lauer said.

A mass vaccination event in Lincoln County, originally scheduled for Friday, will instead take place Tuesday at the Lincoln County Fairgrounds.

Lincoln County Health Department public information officer Sarah Valenza said a handful of people were unable to make the new appointment time, so the department is working to schedule an alternative day to vaccinate those residents, or to refer them to other vaccinators.

The Washington County Health Department had drive-thru events from Feb. 11 through Feb. 13, where nearly 2,000 people were vaccinated. If the event had been entirely outdoors, it might have been canceled, said Sandy Hutchings, nurse supervisor for the health department.

“I’m a nurse myself, and I couldn’t have tolerated giving vaccine in that kind of weather,” Hutchings said.

But the department instead administered the doses at the county ambulance district, where 12 cars can park inside at a time.

“It was still very cold, but it wasn’t nearly as cold as being outside,” Hutchings said.

Delaying the event would have been challenging, Hutchings said. In the days leading up, the health department had called nearly all 2,000 attendees in order to schedule their appointments.

“We nearly shut down just to call people for their registration appointments,” Hutchings said.

Missouri reported on Monday that 703,014 people have received a first dose of vaccine, or 11.5% of the population, up from 700,844 the day before. And of those, 326,771 have received a second dose.

The number of new virus cases dipped to 351 from 410 on Sunday. The seven-day average of new daily cases fell to 527, more than 50% less than the start of the month, according to a Post-Dispatch analysis.

Illinois reported 1,246 new cases, down from 1,585. The seven-day average fell to 1,726, the lowest level since September.

Illinois Gov. J.B. Pritzker announced on Monday that the state will open on Tuesday a new mass vaccination site that can serve up to 1,350 a day at the Gateway Convention Center in Collinsville.

The St. Louis Metropolitan Pandemic Task Force reported 39 new COVID-19 patients admitted to area hospitals, and a total of 322 virus patients — down from 496 on Feb. 1.

Local hospitals are operating at 79% of staffed bed capacity and 81% of intensive care unit capacity.

The Veterans Affairs St. Louis Health Care System held a COVID vaccination clinic on Sunday at Grand Hall on Chouteau where it vaccinated more than 325 veterans. As of Sunday the VA had administered more than 15,000 coronavirus vaccine shots.

A growing group of GOP lawmakers is planning an aggressive campaign to ban earmarks permanently as Democrats eye their return.

In anticipation of once again being able to host festivals, concerts and crowds, Hotel Congress is planning to expand its entertainment capacity.

Owners want to add a permanent stage on the patio, convert the banquet room into a lounge featuring mescal and wine tasting, and add bathrooms to the 102-year-old downtown Tucson hotel to accommodate more customers.

“It’s really important to try and do the work now because once things start coming back, outdoor venues will be the place to transition,” said Hotel Congress owner Richard Oseran. “We’ve seen things go in the wrong direction downtown with many closings so we want to be part of reigniting Congress Street.”

He recently appeared before the Rio Nuevo board to ask for $600,000 to help with the upgrades.

Oseran said pre-pandemic, Hotel Congress was generating about $9.2 million a year and with the upgrades expects to reach $11.4 million in 2022.

The currently empty Copper Hall, which extends from the hotel’s lobby to Fifth Avenue, would be a mescal and wine tasting room by day and at night a lounge with food service and jazz combos. The hall is close to 3,000 square feet in size and would be outfitted with large leather sofas, Oseran said. It can accommodate about 140 people.

He said the hotel has been able to keep about 80 employees — down from about 170 — and is closing at 10 p.m., per county recommendations.

The Copper Hall at Hotel Congress would become a mescal and wine tasting room by day, and a jazz lounge with food service at night under proposed expansion plans.

The Rio Nuevo board expressed a desire to help but asked for more time to figure out how to fund it since revenue for the district has been down with the pandemic forcing many downtown establishments to close.

“We understand your need … you are a centerpiece downtown,” board member Chris Sheafe said.

Board chairman Fletcher McCusker said this might be an example of necessary investment.

“Rio Nuevo is going to have to spend some money. … If we don’t, these things are going to go away,” he said. “I think we’re obligated and will get back to you.”

Before the pandemic, Hotel Congress was generating an estimated $9.2 million a year. The Rio Nuevo board expressed a desire to help with upgrades but did not set a time frame.

The board did not set a date to revisit the matter but said it would soon be on an agenda.

“We can wait because we can’t do it without your help,” Oseran told the board. He and his wife, Shana, have owned Hotel Congress, 311 E. Congress St., since 1985.

In an interview after the meeting, Oseran said he’s hopeful Rio Nuevo will be able to fund the project.

“The board appreciates us for what we’re doing for the community and, if they can, they’ll help us,” he said. “If not, we’ll do it a year from now or two years from now.”

Oseran said Hotel Congress will weather this challenge just as it did when it first opened.

“When we started out, everything was boarded up on Congress Street and the prostitutes were working the corners,” he said. “Nobody came downtown in 1985 so we created a reason for people to come downtown.”

As the latest winter storm starts to make its way across northern Utah Monday night, U DOTUtah Department of Transportation said their plow drivers are ramping up for what could be one of the busier weeks for them so far this winter.

Hours before the snow hit Monday afternoon and evening, the real work began for plow drivers up Parleys Canyon.

At 6 p.m., the night shift took over operations at the UDOT Parleys Canyon maintenance shed. Drivers hopped into plows knowing they’d be stepping into a busy day, and what’s expected to be a busy week.

“The last couple [storms] and this coming up [storm] here down the road are probably going to be the longest duration and the most intense, possibly,” said Lee Squires, a transportation technician with UDOT Region 2.

After topping off with brine and salt, the plow fleet took off and headed for I-80, first working down toward the canyon’s mouth.

Squires explained that the crew would drive into part of the Salt Lake Valley past the entrance to Parleys Canyon, then turn around and head all the way up to the summit.

The next winter storm may not have been in full force yet, but UDOT called in the full team to hit the roads early. The first focus, Squires indicated, was putting down brine.

He said the brine prevents the snow from bonding to the road.

“It’s that thing that makes it easier to plow snow, and snow removal, and to keep roads in the best condition possible,” Squires explained.

When the flakes start to fall, pouring brine on the roads will transition into scraping snow off the pavement. Squires talked about how they’ll also be carefully monitoring the pavement temperature to make sure anything on the highway doesn’t freeze.

“We’re going to do everything we can to keep the road open and keep traffic moving,” he said.

The night shift crew will still be working the roads as many Utahns awake Tuesday morning and head out for work. Before hitting the highway, Squires suggested drivers make sure their vehicles are just as ready as UDOT plows are to handle conditions.

That includes tires with proper treads, the right emergency supplies on hand (like extra water, food, a blanket), a gas tank full of fuel, and the expectation that roads will be slick and dangerous.

“Be prepared for the worst,” Squires warned.

If a widespread event leaves a majority of roadways unsafe to travel, a state of emergency would be declared. That would result in a citywide curfew that would remain in effect until road conditions could be made safe once again.”

Meanwhile, ALEA will have troopers on standby to assist any drivers — should they run into trouble. However, troopers urge if conditions are too bad — don’t risk getting on the roads.

“Everyone stay warm, stay safe, and stay blessed,” said Crimes.

A last-minute switch has brought the PGA Tour Wold Golf Championships-Mexico Championship to Concession. The PGA found out mid-December that the pandemic would keep them from having the tournament in Mexico City as originally planned, so they began working quickly to find a good fit.

“Obviously weather is important and Florida was natural fit because after that week they go to Florida anyway,” explained Concession’s Bruce Cassidy.  “So they were trying to find a quality course in Florida and our name came up.”

In January, Cassidy learned that Concession would be hosting the tournament that will be seen by an estimated 800 million television viewers around the world.

Preparing for a tournament of this caliber would usually take at least a year of preparation.

Golf course officials say Concession’s greens were already in good shape and running smoothly, which helped in the process. They worked quickly to redo the green side bunkers and began fertilizing the grass.

“We’re ready tomorrow if we needed to be,” Cassidy said.

Due to COVID-19 restrictions, only Concession members and select guests will be able to attend the tournament in person. 

“It’s creating awareness of a brand that we could never touch with a marketing budget,” explained Elliott Falcione with the Bradenton Area Convention and Visitors Bureau.

The tournament will be televised internationally and held February 25-28.
